法学综合实践教育中心由南京审计大学法学院与合作单位——镇江市中级人民法院共建,中心实行主任负责制,主任全面负责中心与基地的建设与管理工作,双方共同成立联合管理委员会负责中心重大事项决策。中心拥有一批经验丰富、素质高、业务精的实践教师队伍,其中校内实践教师有60人,专职实验员2人,全院教师中具有副高级以上职称教师34人,占全院教师总数的53.13%;教授14人,占21.88%;副教授20人,占31.25%;讲师25人,占39.06%。所有教师中,具有博士学位的教师31人,在读博士8人,占60.94%;并聘请了包括法官、检察官、资深律师、金融机构高管人员、会计师等80名校外专家、担任兼职教师。以本实践教学中心为依托,我校法学院深化实践教学改革,完善了“从课内到课外、从校内到校外”的全方位实践教学体系,为复合型、应用型法律专门人才的培养提供了强有力的实践教学支持。

法学综合实践教育中心在校内有实验用房350平方米,包括一个按照标准法庭建设而成的可容纳250人的教学法庭和一个配套齐全的法律诊所。该教学法庭同时也是南京市浦口区人民法院第十六法庭。教学法庭配套设施齐全,有配套的电脑、投影仪、录音录像设备、服务器等各种设施,能够实现庭审同步录播。中心在合作单位——镇江市中级人民法院内,拥有审判用房面积为4200平方米,拥有先进的专业审判法庭、完善的管理制度、专业的审判人员,能为我院学生提供优秀的法官作为实践指导教师和优良的校外实践基地,目前拥有司法领域、金融领域和审计、会计领域48个校外实践基地。依托实践教育中心建设,法学院根据不同专业方向学生的培养要求完善了有针对性的实践课程体系,各类实践课程的开设对培养学生的实践能力发挥了重要作用;中心同时也成为开展学生课余开放性实践实习活动(第二课堂)的重要平台。学生在专业教师的指导下成立了各种社团组织,课外实践活动围绕实验项目全面展开。包括华东高校法庭辩论赛、法律诊所、庭审观摩,模拟东京审判、模拟法庭、模拟选举、法学沙龙、法律人风采大赛等,具有较为广泛的社会影响。其中,模拟东京审判受到海内外多家媒体的关注,成为我校实践教学品牌,华东高校法庭辩论赛吸纳了江苏、浙江、安徽和上海三省一市大部分法学院,成国华东高校法学院的一个重要赛事。中心引入了浦口区人民法院的法庭进入,实现了学生校内庭审观摩;中心开展法律服务深受校外单位的欢迎,浦口区司法局已经定向购买中心提供的法律服务;中心成立三大法律诊所,其中法务金融法律诊所为全国首家法律诊所,法律诊所获得了中国法学会法律诊所教育委员会立项资助。

经过坚持不懈的努力,我校实践教育中心建设和法学专业实践教学改革得到主管部门和社会的一致认可。中心于2012年获得江苏省级实验中心立项建设,并于2014年以及良好结项。中心实践教学成果分别获得高校学生教育管理创新二等奖(2009)、省高等教育教学成果奖二等奖(2009)和一等奖(2013),2016年校级一等奖。

中心已然成为法学专业学生实验、实训、实习等实践活动的基地,为培养基础扎实、视野开阔、适应性强,具有创新精神和实践能力的应用性高级人才发挥重要作用。今后,我们将贯彻落实《国家中长期教育改革和发展规划纲要(2010-2020)》、教育部和财政部《关于“十二五”期间实施“高等学校本科教学质量与教学改革工程”的意见》(教高[2011]6号)等文件精神,加强法学专业实践教育教学资源建设,继续完善实践教学模式,创建与校外机构合作建设与管理的实践教育平台,建立与合作建设机构的实践教育教学共享机制,提高实践教育水平和实效,力争建成在国内具有领先水平的有特色的法学实践教育中心。

 

The Experimental Teaching Center for Law was set up by School of law in Nanjing Audit University and it is cooperated by intermediate people’s court of Zhenjiang city. the center is ruled by the director who fully is responsible for the construction and management of the center. The joint administrative committee made up with two sides is responsible for the decision-making for the major issues. The center has an experienced, senior and high quality group of teachers, in which, there are 60 campus teachers, 2 full-time laboratory technicians, and 34 teachers who at least have the Sub-senior title, which is accounting for 53.13% of the total teachers. There are 14 professors, accounting for 21.88%; 20 Associate professor, accounting for 31.25%; 25 Lecturers, accounting for 39.06%. There are 31 teachers who have a doctorate, 8 PhD candidates, accounting for 60.94%.  the center also hired 80 experts including judges, prosecutors, senior lawyers, accountants, senior managers of financial institutions. Based on the practical teaching, our school of law deepens the reform of practice teaching, and improves the comprehensive practice teaching system called “from in-class to out-class, from in-school to out-school”, which provides a strong support to the complex and applied law talents.

The Experimental Teaching Center for Law has 350 square meters in the school, including a teaching court in accordance with the standard construction and containing 250 people, and a complete legal clinic. The teaching court is also 16th  people’s court at Pukou district in Nanjing.  The teaching court has complete supporting facilities, including a series of computers, projectors, sound recording or video recording, servers, and other facilities, which can realize synchronous recording. the center is located in the intermediate people’s court of Zhenjiang city and has the area of 4200 square meters, and has the professional judgment of the court, perfect management system, the professional judicial personnel, which can provide our students with a good judge as teachers and excellent off-campus practice base. Currently, its field has covered 48 off-campus practice base such as judiciary, finance and audit. Based on practical education, according to the different requirements of training students, the law school improves the professional practice curriculum system, and all kinds of practical courses cultivate the students’ practical ability. The center also become an important platform (second class) for students after school. Under the guidance of professional teachers, students set up all kinds of clubs, and extracurricular practices are conducted around the experiment project, including the court debate in east China, legal clinics, trial view of courts, the Tokyo trial, moot court, simulated election, salon of law, talent competition of legal person, etc., which have more extensive social influence. Among them, the simulation of the Tokyo trial attracts various attention of media at home and abroad, which is also the brand of practice teaching in our school.

The university court debate in east China absorbed law school in Jiangsu, Zhejiang, Anhui and Shanghai, which has become an important event for law schools in the east China. The center introduced the people’s courts of Pukou district to inspect the court trial inside school. The legal service of the center is popular among external agencies, the justice bureau of Pukou district has directionally purchased legal services the center provides. The Center set up three major legal clinics, in which financial law clinic is the first clinic of law and get the funding from the Committee of Chinese Clinical Legal Educators under China Association for Legal Education.

Through unremitting efforts, the construction of our education center and practice reform of law has got consistent approbation from departments and the society. The center achieved the construction of experimental center project of Jiangsu province in 2012, and had a good completion in 2014. The practice achievements of the center won the second prize in education  and innovation of university students management (2009), the second prize in provincial education teaching achievement (2009) and the first prize (2013), the first prize of  school-level in 2016, respectively.

The center has become the base of law student with experiments, training and practicing, which plays an important role in cultivating with rich knowledge, open-minded view, strong adaptability, and senior applied talents with innovative spirit and practice. In the future, we will implement the “national medium and long-term education reform and development plan (2010-2020)”, “the project of  undergraduate teaching quality and teaching reform in  twelfth five-year ” ( [2011] no. 6) by the ministry of education and ministry of finance, and strengthen the professional practice of law teaching, and we will continue to improve the mode of practice, create the platform of construction and management with external agencies for the practice education, establish a mechanism of sharing cooperation, improve the level of education practice and actual effect, and striving to build a leading and distinctive level for law practice education center in homeland.
